Banks often export CSV. QuickBooks Desktop, Quicken, GnuCash, and Moneydance would rather open OFX, because the file already names the account, the currency, and each transaction. Rebuilding that by hand means inventing FITID values and getting the sign of every amount right.
This page does that rebuild locally. Drop the CSV, confirm which column is the date and which is the amount, and download OFX, QBO, or QFX. Quoted fields, semicolon-separated European files, and separate debit and credit columns are handled before anything is written.
